Service dogs, and those from shelters in particular, can provide assistance and companionship to a veteran in need.
In 2010, the House of Representatives passed a bill asking the U.S. Department of Veterans Affairs to create a program that would allow veterans with post traumatic stress disorder (PTSD) to help train service dogs who would, in turn, go to help other disabled veterans. While admirable, this piece of legislation did not include language that would allow shelter dogs, in addition to non-shelter dogs, to be trained for service.
This bill never made it into law, but we can use it for crafting another one that would allow shelter dogs to be trained as well. Healthy shelter dogs are just as capable to handle sensitive circumstances, and are in even more need of good homes and companions than dogs from breeders or pet stores.
