Thanks in part to your efforts, on February 14, the Warwick (RI) City Council chose to remove a loophole that allowed devocalization as a "last resort" for so-called "excessive" barking or meowing.

Massachusetts lawmakers, who overwhelmingly passed an enforceable law banning devocalization, rejected a similar loophole because it creates an unenforceable, sham law, allowing devocalization for any reason. But breeders who devocalize for convenience are continuing to lobby the Warwick City Council for a "last resort" loophole to allow continued access to this unnecessary, potentially life-threatening surgery.
